Disable Annoyance Notification "GitLab Duo Core Off" at Gitlab instance

Steps to reproduce

Open any Gitlab page after login in.

What is the current bug behavior?

There is a annoying notification at left bottom with text "GitLab Duo Core Off" on it, with a button to annoy someone else on the right.

What is the expected correct behavior?

This notification is hidden from view.

When did this start?

Since the beginning of this week.

Possible fixes

Hide sidebar widget that shows GitLab Duo Core availability

Use feature flag duo_agent_platform_widget_self_managed to remove this "we are spamming you, and you can click this button to spam your teammate" notification.
