convert our issues from Roadmap labels to work item statuses

The bot has been updated in triage-ops!38 (merged) to support work item statuses.

We are the last team not using this new system to track progress.

Let's fix this and switch over.

I think the tasks are:

• update the bot to switch to the status system instead of labels, status: produced triage-ops!39 (merged)
• convert all issues in batch to the new status system, status: first batch done, but incomplete because incidents don't support statuses
• convert dashbaords to the new status system, status: created this dashboard but polluted by incidents
• update fabric gitlab.report task to use status and labels instead of just labels
• update templates
