repurpose iguana.tails.net

This is a continuation of tails-sysadmin#18238 (closed) in the light of ADR-0106.

Next steps for iguana:

• retire its Jenkins agents
• move it to a better case with more fans
• check whether the change above allows for more CPU cores to be enabled
• install GitLab Runners for Tails
