move the Jenkins controller to Hetzner

This is a follow-up of tails-sysadmin#18238 (closed) in the light of ADR-0106.

We need to:

• move the Jenkins controller from lizard to one of the new Tails physical machines in Hetzner.
• review the amount of memory allocated to huge pages in both physical machines
