Create tech-reports.git repos

Please create an official tech-reports.git repo and a public repo for me. Please also give me push access to both repos. The description could be "LaTeX sources for Tor tech reports". This request is related to legacy/trac#5405 (moved). Thanks!

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
