Create a pyptlib.git repository

In a similar fashion to legacy/trac#8027 (moved), I've been using user/asn/pyptlib.git as the official pyptlib repository, but this is confusing to people since it also contains personal branches etc.

Can you please create a pyptlib.git repository?

Please add me as the owner, and use "Python pluggable transport library repository" as the description.
