Create websocket transport repo

Please create /pluggable-transports/websocket.git.

dcf (me) and infinity0 (Ximin, PT developer) should have write access.

Description is "WebSocket transport".

I want to move the websocket-transport subdirectory from flashproxy to its own repo.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
