Please create /pluggable-transports/goptlib.git. dcf should have write access to it. Description is "Go pluggable transports library". I'm going to move the library, [currently part of the websocket transport repo](https://gitweb.torproject.org/pluggable-transports/websocket.git/tree/f55fcc3110b1a1491bec1f76ae0f61d4873017b9:/src/pt), into its own repo. It is used in common by websocket-server and obfs-flash-server, and some other things I'm working on.
