Design a simple landing page for bridge URIs

There is a proposal to implement a clickable URI format to automatically add bridges to Tor Browser. We want to have a landing page that could explain how this work for when people click a bridge address. It should be a very simple landing page. This ticket is to add that landing page to @duncan 's plate once the proposal is accepted :)
