GitLab is used only for code review, issue tracking and project management. Canonical locations for source code are still https://gitweb.torproject.org/ https://git.torproject.org/ and git-rw.torproject.org.
We're creating this ticket as a part of the Trac-to-Gitlab migration, so that each project's numbering for new tickets will start with 40001.
