Use TODO1 and TODO2 to highlight port difference.

We don't want people to think that the OR port and obfs4 port are
supposed to be the same.  Thanks to Ken Kundert for pointing out this
issue and for fixing it for CentOS/RHEL/OpenSuSE in commit a6a8c359.
