Only Debian is known to set RunAsDaemon to 1 by default.  We don't know
about the other tor distributions.  Let's keep 'RunAsDaemon 1' for the
other distributions.

Once somebody is done following the instructions, we should explicitly
point them to our post-install notes because they are otherwise easy to
miss.
