Make clear that being a relay operator requires transparency about the relay operator, not secrecy

As part of our work on the bad-relays team and the network health team, we periodically encounter relay operators who seem to think they should be keeping which relay they run secret from us and the world.

We should change the relay operator docs on community.tpo to make it clear that while Tor is about protecting users, being a relay operator is an act of transparency -- so people who want to run relays while themselves staying anonymous and secretive are not how we achieve a robust network.

I haven't looked yet to figure out where exactly in the docs we should do this change, or figured out what exactly we should change it to say. Bonus points if somebody jumps in and does these steps. :)
