Update Snowflake standalone instructions on the website

We got this suggestion:

It would be nice if step 3 under "Compiling and running from source" at https://community.torproject.org/relay/setup/snowflake/standalone/ stated that "go build" needs to be run from the snowflake/proxy directory.
