Information on the Tor Weather GSoC page is stale

We have https://community.torproject.org/gsoc/tor-weather/ which we created for last year's GSoC proposal IIRC and then we have https://gitlab.torproject.org/tpo/team/-/wikis/GSoC#1-tor-weather which contains this year's Tor Weather project.

We should

a) make sure both pages say the same things (in this case the community page needs to get adapted)

b) think about whether we really want to have two pages that need to be kept in sync

For b) I think having just one canonical page with a link to proposals from previous years makes the most sense. But not sure what @gaba had in mind here.
