Update .../become-tester/ to prep for the recruitment campaign

As part of a wider plan to improve Community QA outlined in tpo/applications/team#6, we've scheduled a short recruitment campaign to recruit the next generation of Alpha testers from early May onward. We need to revise Become an Alpha Tester in preparation for the campaign (which will be centered around the Tor forum) and expand it with more detail where necessary.
