Improve guide for running standalone Snowflake proxy
Following a discussion with @MarkC, we want to start collecting detailed feedback on the guide for running a standalone Snowflake proxy: https://community.torproject.org/relay/setup/snowflake/standalone/
Importantly, we want to make sure that the guide is comprehensive enough for users who're not technical but curious to want to try and run a standalone proxy - lowering the barriers of entry.
