Update relay running instructions to make sure operators disable things like cups on their relays

It seems that some relays/bridges (probably some Ubuntu Desktop setups) are running cups, being affected by the recent sever cups-browsed vulnerability. I think it might be useful to add some sentences to our relay ops documentation, so that operators following that can disable services like cups which are not supposed to run on relays anyway.
