[Layout] Give some indication of content further down the page
Bug:
If there's just the right amount of introduction text, it looks like the page ends at the end of the introduction. There's nothing that tells the user to scroll down for more.
Section:
Entire site, but https://community.torproject.org/ is a good example
Current behaviour:
In Tor Browser on macOS, the introduction text of https://community.torproject.org/ fills up the whole browser, so it looks like the page ends at the end of the introduction.
Desired behaviour:
The page contains some indicator that there is more content below the introduction.
The introduction text is shorter, or in a smaller font.
