Renovate bot unable to delete registry images via API

This is causing stop-review jobs to fail after attempting to delete the MR's registry images as a cleanup step.

Probably an upstream issue, since I tested it using impersonationg and renovate-bot is able to delete the images via the web UI, but the API request only works if it has Maintainer role in the project.
