Include link to Donor Privacy Policy in donate.neo

Down at the bottom of the existing donate page, next to Our Mission, is a link to Tor's Donor Privacy Policy. When @stephen and I checked yesterday, there wasn't one in donate-neo. I talked to Al and we decided it really ought to be in there. Is it too late to shoehorn this important link into the donate-neo design?
