Evaluate whether donate-dot requires cookie consent

When gdpr came around we did an evaluation and found we didn’t need a cookie banner because simply we didn’t have cookies. But now donate.tpo is setting a PayPal cookie and I think we might need to check again and see if we should ask visitors for consent or block PayPal from setting the cookie.
