Update Tor Browser Manual Onion Services Section with HSv3 Client Authorization

We should expand on the "HOW TO ACCESS AN ONION SERVICE" section in the [Tor Browser Manual](https://tb-manual.torproject.org/onion-services/) to include details on the new client authorization interface for v3 onion services. This section should include the new features we will have available to manage saved client authorization keys.
