[Troubleshooting] Add information on how to obtain Tor logs and review points mentioned in "Quick Fixes"

1. Review the points mentioned in the "Quick Fixes" section. We can add info about VPNs not letting users connect to the Tor Network, computer hibernating during installation and requires a reboot to launch Tor Browser etc.

2. We already have detailed instructions on how one can obtain their Tor logs in the Support portal: https://support.torproject.org/connecting/#connecting-2 but it would be nice to mention that here as well. We can add that just below the "Quick Fixes" section under a title "View Tor Logs".
