The issue is that most users are not familiar with Tor Browser’s anti-fingerprinting protections, which is the main benefit MB provides. I don't think users have a clear distinction between the Tor network and Tor Browser.
Without this context, the phrase "Tor Browser without the Tor network" could make people wonder: Is it anonymous like Tor Browser? Should I use MB instead of TB for my daily browser? Does it provide privacy on its own, or only when used with a VPN?
