Renovate still not proposing Pipenv upgrades

Description

The renovate configuration is still not triggering merge requests from Renovate to upgrade dependencies managed by Pipenv. This has been reported at tpo/tpa/renovate-cron#11 (closed), but the problems seems to be in how we define version ranges.

Tasks

• Update the Pipfile so Renovate starts to propose updates.
