Integrate Tor's forum into the support portal

This issue is to achieve goal 3 of Sponsor 9.

We want to integrate the forum with the support portal. The idea is, for now, to have a "button" in the support portal where people can read more about a specific topic that is in the forum. For example, the snowflake page could link into the section in the forum that talks about snowflake.

@gus @championquizzer I assume that there is some kind of mapping that needs to happen between the support portal and the forum?
