Plan for launching the new download pieces for the VPN

While the work is being done by @sutty to adjust the pieces that were identified as necessary, we need to identify what needs to be done on the TPA side to get the download website actually launched for the beta release.

Targeting this issue due date to the internal release deadline for the VPN.

This is distinct from #64 (closed) which is about the support page
