Prep /download to handle multi-locale stable releases

Previously, we made some changes to /download/alpha to accommodate multi-locale bundles for Tor Browser Alpha in #330 (closed). This same feature will be moving to stable in Tor Browser 12.0, which is scheduled for release this week (Wednesday? see: tpo/applications/tor-browser-build#40637 (closed)).
