ci pages: change deployment to deploy html subdir

I'm not sure how this discrepancy arose, but currently build-mdbook leaves the output in book/book/html, not book/book.

I think this will fix the guide website.

CC @nickm, but I'm going to set this to merge right away. If it doesn't work first time I'll try some more principled approach to testing the fix.
