Put `${Xmeta as expr}` behind new `meta-as-expr` feature

I have chosen not to preserve the semver stability: rather than adding meta-as-expr to minimal-1 and creating minimal-2 without it, I have just subtracted this actual ability from minimal-1.

I think that's sensible given how many breaking changes we have had recently. This will settle down soon.
