Pin to a precise version of cargo-expand

Ian Jackson requested to merge pin into main

cargo-expand 1.0.44 (the current version) uses syn 2. The expected output in the test cases was generated with cargo-expand 1.0.40, which uses syn 1. The results differ: https://github.com/dtolnay/cargo-expand/issues/179

Pin to 1.0.40. I'll actually update this in a moment.
