feat: handle ALL locale releases

Removes the locale option as the next release will have universal/all-locales-included binaries, read more: tpo/anti-censorship/gettor-project/OnionSproutsBot@f5fda46c and tpo/anti-censorship/gettor-project/OnionSproutsBot@f2dae7a6
