Add rss and atom feeds to index.html head

I just found planet tor! but I had to come to your repo to see if feeds were being generated because the html doesn't link to them in any way. This should fix that

I wasn't able to get pluto to run locally, it seems it might need an older version of ruby than I had? so I wasn't able to test this, so you might want to give it a quick test first
