extract issues from gitlab url
fix #4 (closed)
it can do funny things if someone links to https://gitlab.torproject.org/core/tor/-/issues/1, that repo does not exists, but still gets resolved as tpo/core/tor. It's quirky but not problematic enough that it warrant the increased complexity imo
