Bug 1564862 - Update .git-blame-ignore-revs to ignore reformatting m-c using Prettier (bug 1561435) in blame/annotate, r=sylvestre

Cinnabar https://github.com/mozilla/gecko was not updated since June 5 at the time of landing, and therefore the changesets associated to the Prettier formatting don't exist yet on that repo. Only the changesets in gecko-dev are added in this patch.
