Bug #33002: Localized binaries not working for some locales
This addresses a gettor issue where users aren't getting localized Tor Browser binaries despite providing valid locales in the emails. The reason for this was that gettor checked the localization code against available translations of the gettor email body, not against available tor browser binaries.
