This bridge has been unmaintained for quite a while, so it's time to
remove it.

We're not using quic, and snowflake builds fine without it. That
removes the need for 11 go projects.

This pulls in the fix for Bug 30882

This commit bumps the version of Snowflake and includes a fix for
removing the go.mod and go.sum files from the repository before
building.
