No longer patch Tor for debian service specific defaults.

No longer patch Tor to set DataDirectory, RunAsDaemon etc. when run as
root or debian-tor.

Instead ship with a file setting all these options in
/usr/share/tor/tor-service-defaults-torrc and cause our init-script to
pass --defaults-torrc <that-file> to the tor
started by that script.
