Draft: Add python script to print CDF graphs

This add a python script that will eventually produce the CDF graphs needed to compare utilization in simulations, baseline and live tor.

  • Create a CDF graph by relay flag for shadow (sim), shadow (baseline) live Tor (with data from https://metrics.torproject.org/bandwidth-flags.html)
  • Create a table per single relay from shadow of utilization values
  • Create a table for outliers from shadow
  • Polish code
  • Integrate into pipeline
  • Ready to test
  • Ready for review
