Downcase Linux tag in .gitlab-ci.yml

Prevent some jobs getting stuck because TPA downcased all tags on the TPA runners. Also note that a linux tag will prevent the job from running on OSUOSL runners as they don't use this one, so perhaps another solution would be to remove it. We currently have no plans to introduce non-Linux based runners anyway.
