new: mv script to module, add web client

module and:
- allow download/uploads chunked and repeated in web client
- add submodules to manage measurements
- annotate types
- add poetry
- add linter tests
- add CI
- add LICENSE

so that at least one of them is an exit.

and select relays with just same bandwidth if there are not relays with
double or higher bandwidth.
