Better handling of private policies

In the wild most exit policies are unique due to the private policy including rejection clauses for its own IP. This is all well and good, but stem should provide a method for identifying and better handling default policies. See ticket 10067 for an example.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
