"Test settings" should detect when proxy is down

When pressing the "test settings" button, and there is no proxy listening on the configured address, it would be nice to receive a message indicating that, instead of "internal error" which directs the user's attention towards TOR and not the proxy.
An initial test to ensure that the proxy is actually available would be great for users who do not use the browser bundle. #899 (closed) might be a symptom of this problem as well.
