Create a HACKING document for the new TBB.

We should create a HACKING document for the new TBB making it easier to share debugging techniques and avoid reinventing the wheel all the time. A good start might be isis' debugging instructions in #10198 (closed) (comment5).

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
