Increase monitoring of bridges.tp.o

Ponticum ran out of disk space, the website remained operational but the email dist and logging failed. After chatting with lunar about it we began discussing additional monitoring for the email distributor. The check_email_delivery[0] nagios plugin was suggested. I also wondered if we should consider whitelisting tp.o addresses for use by the monitoring system (among other reasons).

Monitoring the modification time of assignment.log may also be a good idea, so karsten won't need to tell us. What else should be monitor?

Perhaps this should go into the TSA component, but this isn't actionable yet, so bridgedb seems more appropriate.
