Make sure that the control measurement is for the specific bridge measurement

Control measurements are used in order to determine the status of a bridge measurement. Currently we simply search for the control measurement that has the closest start time, ignoring which bridge was scanned by the control measurement.
This results in add_status_field() not correctly setting the status attribute which in turn leads to incorrect stati being exported from the ooni data analytics pipeline.
