tor-spec should include OOM handler algorithm

Correct operation of a Tor node requires handling OOM conditions correcly (see the Sniper Attack paper). We should document the algorithm we recommend in the Specification, perhaps.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
