Implement TestingDirAuthVoteHSDir like TestingDirAuthVoteGuard/Exit
asn is working on #8243 (moved): "Getting the HSDir flag should require more effort".
This may require a TestingDirAuthVoteHSDir flag for hidden services to continue to work in test networks.
To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
