AWS Tor Cloud Image Doesn't Come with Tor

I followed the instructions on cloud.torproject.org to launch an obfsproxy instance, however, the resulting instance doesn't seem to have Tor or obfsproxy installed at all.
The AMI ID is: Tor-Cloud-EC2--us-east-1-04-13-2013-20616 (ami-4a7c1a23) The instance type is: t1.micro (taking advantage of free tier)
dpkg -l shows no tor packages or obfsproxy packages, and there is no /var/log/tor. However, the deb.torproject.org repository is in /etc/apt/sources.list.
